Dear Mr Hazlerigg, Un Hazlerigg,
As promised in my personal letter to you of the 2nd September, I am sending you a copy of the Hong Kong University Advisory Committee's Report which I think you will like to read. Copies have been sent to the Gover.or under cover of a confidential despatch and all those who are being given copies here are being warned of the confidential nature of the Report. It would certainly be unfortunate if it got about that there was any doubt as to the "University's continuance.
I am now back in the Office and will be writing to you in the near future on the various other points mentioned in my letter of the 2nd. I can, However, confirm now that a copy of your memorandum on a municipal council was one of the enclosures to despatch No.7 of the 4th day. I should be Interested to hear, when you have the time, how the proposals for constitutional reform are progressing.
